What is MOS?

MOS ICT system (Moduł Obsługi Spraw – Case Handling Module) is the new system, enabling electronic submission only of applications for residence permits in Poland, referred to in Article 225a(1) of the Act on Foreigners. It has been launched on

Types of applications handled via the MOS system:

  • temporary residence permit,
  • permanent residence permit,
  • EU long-term resident permit.

From now on, applications for temporary residence permits, permanent residence permits and EU long-term resident permits can only be submitted electronically via the MOS portal, available at: https://mos.cudzoziemcy.gov.pl

Paper applications for temporary residence permits, permanent residence permits and EU long-term resident permits that were submitted and did not reach the provincial offices by 27 April 2026 will not be processed (applications will be left unexamined) – the date of mailing will not be taken into account. 27 April 2026, applications for residence permits can be submitted exclusively in electronic form.

How to submit an application?

  1. Create a new user account in the MOS system.
  2. (Accounts from the previous version of MOS have not been transferred.
  3. Log in via login.gov.pl and complete the appropriate application form.
    • No appointment booking or standing in queues is required.
    • The application may be saved and completed at a later time.
    • Access to the system is free of charge.
  4. Attach the required documents:
    • a recent digital photograph,
    • a scan or photo of all pages of a valid travel document (passport),
    • proof of payment:
      • stamp duty: PLN 340–640 (depending on the type of permit),
      • Residence card issuance fee: PLN 100.
  5. Additional requirement – for students (temporary residence for studies):
    • An attachment electronically signed by the higher education institution is required.
    • When completing the application, please provide the following email address:
    • 📧 mos-student@amu.edu.pl
    • The system will send a link to this address with the attachment to be completed and electronically signed by a Student Service Office (BOS) staff member.
    • Once signed, the attachment will be automatically added to the application.
  6. Sign the application electronically.
  7. (trusted profile, qualified electronic signature, or personal signature).
  8. After submitting the application:
    • You may download it in PDF and XML formats,
    • You will receive an Official Confirmation of Submission (UPO).

What next?

  • After initial verification by the Voivodeship Office:
    • You will be able to download and print a certificate confirming the submission of the application, which replaces the stamp previously placed in the passport.
    • Services responsible for verifying the legality of stay will have access to information about your application.
  • The Voivode will invite you for an in-person visit to:
    • collect fingerprints,
    • provide a specimen signature,
    • present the original passport (and, if necessary, submit additional documents).
  • The decision will be sent to the address for service indicated in the application.

Additional Informations

  • An active, trusted profile or electronic signature is required to sign the application.
  • Please do not wait until the last day of your legal stay to submit the application.
