HR EXCELLENCE IN RESEARCH

Europejska Karta Naukowca oraz Kodeks Postępowania przy rekrutacji pracowników naukowych

Europejska Karta Naukowca oraz Kodeks Postępowania przy rekrutacji pracowników naukowych (zwane dalej Kartą i Kodeksem) są jednymi z najważniejszych dokumentów europejskiej polityki na rzecz zwiększania atrakcyjności warunków pracy i rozwoju kariery naukowców w Europie. Instytucje-pracodawcy działające w sferze B+R (zarówno publiczne jak i prywatne) oraz organizacje finansujące badania, które wdrażają zasady Karty i Kodeksu, zostają wyróżnione przez Komisję Europejską logo HR Excellence in Research. Komisja Europejska promuje wyróżnione instytucje jako te, które zapewniają naukowcom najlepsze warunki pracy i rozwoju.

Dokumenty te zostały wydane w 2005 r. jako zalecenie Komisji Europejskiej adresowane do naukowców, pracodawców oraz podmiotów finansujących badania, działających w sektorze publicznym i prywatnym.

Komisja Europejska dążąc do poprawy warunków zatrudnienia i rekrutacji naukowców rekomenduje wdrażanie Strategii Kadrowej dla Naukowców (Human Resources Strategy for Researchers-HRS4R). Głównymi założeniami strategii jest stworzenie pracownikom naukowym sprzyjającego środowiska pracy, poprawy perspektyw zawodowych, zachęty do mobilności oraz transparentnego systemu rekrutacji i możliwości rozwoju na każdym etapie kariery. Dokument ten wspiera aktywne wdrożenie zasad Karty i Kodeksu.

Uniwersytet im. Adama Mickiewicza w Poznaniu decyzją Rektora Profesora Bronisława Marciniaka w lutym 2015 r. wyraził poparcie dla wdrożenie zasad Karty i Kodeksu, zgodnych z aspiracjami i misją uczelni, która dąży do zapewnienia  pracownikom jak najlepszych warunków pracy, wspiera rozwój doskonałych badań i innowacji, oraz promuje wzrost umiędzynarodowienia. Tym samym uczelnia przystąpiła do procesu uzyskania logo HR Excellence.

Proces wdrażania zasad Europejskiej Karty Naukowca oraz Kodeksu Postępowania przy rekrutacji pracowników naukowych w UAM:

  • luty 2015 – deklaracja poparcia wyrażona przez JM Rektora UAM Prof. dr. hab. Bronisława Marciniaka;
  • kwiecień 2015 – powołanie i rozpoczęcie prac Zespołu ds. Europejskiej Karty Naukowca oraz Kodeksu postępowania przy rekrutacji pracowników;
  • kwiecień-grudzień 2015 – prace Zespołu, w tym analiza potencjału uczelni;
  • luty 2016 – opracowanie i opublikowanie Planu Działań oraz przekazanie go do Komisji Europejskiej;
  • marzec 2016 – przekazanie przez ewaluatorów wstępnej oceny dotyczącej Planu Działań;
  • kwiecień-maj 2016 – przygotowanie Planu Działań zgodnie z uwagami i sugestiami ze strony ekspertów oraz jego przekazanie do Komisji Europejskiej;
  • 23 czerwca 2016 uzyskanie przez UAM logo "HR Excellence in Research";
  • listopad 2018-marzec 2019 – opracowanie wewnętrznej oceny dotyczącej postępów we wdrażaniu zasad Karty i Kodeksu (Internal Review) i przekazanie jej do Komisji Europejskiej wraz z zaktualizowanym Planem Działań na kolejne 3 lata;
  • maj 2019 – eksperci wybrani przez KE docenili dotychczasowe wysiłki UAM na rzecz wdrażania zasad Karty i Kodeksu i zaakceptowali raport z oceny wewnętrznej;
  • listopad 2020 – w związku ze zmianą kadencji władz rektorskich powołanie nowego zespołu ds. Europejskiej Karty Naukowca oraz Kodeksu postępowania przy rekrutacji pracowników oraz rozpoczęcie prac monitorujących wdrożenie;
  • marzec 2022 – ankieta wśród pracowników i doktorantów;
  • kwiecień-maj 2022 – opracowanie nowego planu działania (w oparciu o wyniki ankiety i analizę regulacji wewnętrznych);
  • maj 2022 – konsultacje nowego planu działania z naukowcami R1-R4;
  • czerwiec 2022 – przekazanie raportu do Komisji Europejskiej;
  • jesień 2022 – kolejna ocena okresowa dokonywana przez ekspertów zagranicznych wyznaczonych przez Komisję Europejską na podstawie wysłanego przez UAM raportu oraz wizyty na miejscu.

European Charter for Researchers andthe Code of Conduct for the Recruitment of Researchers

The European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (hereinafter referred to as the Charter and the Code) are among the most important documents of the European policy to increase the attractiveness of working conditions and career development of researchers in Europe. Institutions-employers operating in the field of R&D (both public and private) and research funding organizations that implement the principles of the Charter and the Code are awarded the HR Excellence in Research logo by the European Commission. The European Commission promotes the distinguished institutions as those that provide researchers with the best conditions for work and development.

The Charter and the Code were issued in 2005 as a recommendation of the European Commission addressed to researchers, employers and research funding organizations operating in the public and private sectors.

  • The European Charter for Researchers describes the rights and obligations of researchers, their employing institutions and research funding organizations.
  • The Code of Conduct for the Recruitment of Researchers describes the rules for the recruitment of researchers that employers should follow to ensure equal treatment of researchers in Europe.

The European Commission, striving to improve the conditions of employment and recruitment of researchers, recommends the implementation of the Human Resources Strategy for Researchers-HRS4R. The main assumptions of the strategy are to create a favorable work environment for researchers, improve their career prospects, encourage mobility and a transparent system of recruitment and development opportunities at every stage of their career. This document supports the active implementation of the principles of the Charter and the Code.

Adam Mickiewicz University in Poznań (AMU), by the decision of the Rector - Professor Bronisław Marciniak in February 2015, expressed support for the implementation of the principles of the Charter and the Code, consistent with the aspirations and mission of the university, which aims to provide employees with the best working conditions, supports the development of excellent research and innovation, and promotes growth internationalization. Thus, the university started the process of obtaining the HR Excellence award.

The process of implementing the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers at AMU:

  • February 2015 - declaration of support expressed by the Rector of AMU Prof. dr. hab. Bronisław Marciniak (endorsement letter signed);
  • April 2015 - appointment and commencement of work of the Implementation Working Group;
  • April-December 2015 - work of the Group, including the internal gap analysis;
  • February 2016 - development and publication of the Action Plan and its submission to the European Commission;
  • March 2016 - the consensus report with the EC experts’ evaluation was received;
  • April-May 2016 - preparation of the revised Action Plan in accordance with the comments and suggestions from experts and its submission to the European Commission;
  • June 23, 2016 AMU obtains the "HR Excellence in Research" award;
  • November 2018 - March 2019 - development of an internal assessment of progress in implementing the principles of the Charter and Code (Internal Review) and submitting it to the European Commission along with an updated Action Plan for the next 3 years;
  • May 2019 - experts selected by the European Commission appreciated the efforts of AMU to date to implement the principles of the Charter and the Code and approved the internal evaluation report;
  • November 2020 - in connection with the change of the term of office of the Rector's authorities, appointment of a new Working Group and  monitoring of the implementation;
  • March 2022 - survey on implementation HRS4R sent to researchers and PhD students;
  • April-May 2022 - development of a new action plan (based on internal gap analysis and survey results);
  • May 2022 - consultations of a new action plan with R1-R4 researchers;
  • June 2022 - report sent to the European Commission;
  • Autumn 2022 - another evaluation carried out by international experts appointed by the European Commission on the basis of a report sent by AMU and an on-site visit.

Implementation process timeline

A declaration of support for the Charter and the Code was signed.

February 2015

The first meeting of the Implementation Working Group took place.

April 2015

An internal gap analysis (template for internal gap analysis and staff survey) was performed.

April - December 2015

The action plan was approved and published.

February 2016

The consensus report form with the experts’ evaluation was received.

March 2016

The revised action plan was prepared and resubmitted to EU.

April and May 2016

Adam Mickiewicz University was granted "HR Excellence in Research" award.

23rd of June 2016

Internal assessment of progress in implementing the principles of the Charter and Code.

November 2018 - March 2019

Approval of internal evaluation report by European Commission

May 2019

Appointment of a new Working Group and monitoring of the implementation
